Description

The implementation and monitoring of the Sendai Framework (2015-2030) would require a clear understanding among the government, both central and local, sectors, partners and stakeholders of the country?s baseline, to be able to identify national targets and priorities for action. Understanding the current status, progress and challenges at the national and local levels will be essential for fostering international cooperation and for contributing to the regional and global monitoring of the progress.

Despite improvement of national monitoring and reporting on DRR progress, monitoring DRR progress at the sub-national level, and across key development sectors is yet to be understood.

The DRM Country Status Reports as of 2015 will help address the above gaps. The report will reflect on the status of DRM in the countries during the period 2005-2015, employing consultative process to engage range of concerned stakeholders especially the government as the prime actor on DRM.

Key Activities

The key activity is to develop DRM Country Status Reports for Bangladesh, Bhutan, Vietnam based on desk reviews, National HFA reports, consultative meetings (mainly with key development sectors at national, provincial and district level) and interviews, with sub-activities as follow:
- Consultation on selecting priority sectors for the review
- Stakeholder mapping
- Formation of multi-ministerial and multi-departmental Working Group to develop country status report on DRM for three countries
- Literature review of DRM-WG information
- Focus group discussions (FGDs) and key informant interviews (KIIs)
- National, sector, and provincial consultative stakeholder meetings

Output

DRM Status Report of the three countries will be developed. The report shall present the following content as well as other country specific sections as approved by concerned agencies in each country:
-A disaster risk profile of the country
-A DRM status section, broken down into the four priorities of the Sendai Framework: Understanding disaster risk, Strengthen disaster risk governance to manage disaster risk, Invest in DRR for resilience, Enhance disaster preparedness for effective response and to 'Build Back Better'
-A stakeholder mapping of actors involved in DRM and CCA
-A section focused on the key issues, challenges and priorities for Sendai Framework implementation.
