Description

Since 2004, ADPC has partnered with the Mekong River Commission Secretariat (MRCS) with the Flood Management and Mitigation Programme (FMMP) to enhanced capacities in flood preparedness and emergency management of relevant authorities and other stakeholders in all riparian countries (Cambodia, Lao PDR, Vietnam and Thailand). During its phase II implementation (2008-2011), the financial contributions covered a total of 07 most flood provinces and 19 vulnerable districts. The following key interventions and activities were carried out; Phase I: September 2004- April 2008 Phase II: May 2008 to May 2011

Key Activities

?The Capacity Development Phase will have the following activities: ? Skill development of stakeholders ? Community Level Action Planning and Implementation ? Development and Maintenance of a project website ? Final project completion workshop

Output

1. Flood Awareness and Education: ppartnership and capacity building of relevant line ministries such as Education and Training and Information and Culture on flood awareness activities i.e., posters and information booklet, cultural shows, flood information billboards etc and promote public private partnerships 2. Flood Preparedness Program (FPP) Development and Implementation: Annual and multi-year disaster risk reduction plans at province and district, clear roles and responsibility for each line ministries. Innovative partnership and cost-sharing implementation of flood risk reduction measures i.e., Emergency Kindergarten, Safe Area, Search and Rescue etc. 3. Integration of Flood Risk Reduction into Local Development Planning Process: Sectoral plans and implementation of flood Risk Reduction through commune development planning. National and provincial consultation and development of approach and strategy paper on integration of flood risk reduction into development planning process. DRR integration guidelines at National and Provincial levels. 4. Capacity Building for Flood Risk Reduction: Enhanced capacity of provincial, district, commune level disaster management authorities on flood preparedness and emergency management arising from a need assessment flood preparedness programs, the integration into development planning and public awareness campaigns, enhancing people?s capacities etc. 5. Standardization of Training and Capacity Building Curriculum: National training curricula on flood disaster risk reduction for each member countries and creation of trained Trainers at National and Provincial levels. 6. Flood Knowledge Sharing and Implementation: Regional and National Workshops/Forums , Safer Communities series Case Studies on innovative flood risk reduction practices 7. Trans-boundary Cooperation: Province to Province cooperation meeting (Viet Nam - Cambodia and Thailand-Lao PDR), Joint-Planning for flood Information and resource sharing 8. National Assessment of Existing Capacities on Flood Risk Reduction: Assessment of the national framework of awareness-raising and enhancing of people?s capacities in dealing with floods and recommendations to improve the national framework to further enhance the mainstreaming of the activities
