Strengthening and Integration of Community Based Disaster Risk Management Into Local Development Planning Through Pilot Initiatives in Mongolia, Myanmar, Vietnam, and Bhutan

Description

The project seeks to build capacities of hazard-prone communities in Bhutan, Mongolia, Myanmar, and Vietnam so that they are able to reduce disaster risks in their respective localities by designing and implementing Community Based Disaster Risk Management (CBDRM) activities.

The project also aims to utilize CBDRM outputs (risk assessment results, response and DM plans, etc.) in a way that they are integrated into the local development planning process for long-term sustainability of CBDRM initiatives in project countries.

The proposed initiative focuses on the following critical aspects:
1. Defining CBDRM framework in the national and sub-national context that addresses country-specific needs while remaining sensitive to governance and administrative systems and structures;
2. Devise tools and techniques for gathering and generating disaster-related information at the community level in order for the local communities to develop disaster preparedness, contingency and mitigation plans;
3. Build technical capacities of selected communities in each country so that they are able to implement priority activities under the CBDRM project;
4. Create linkages between the community level DRM outputs and the local development planning process so that the local government authorities are able to integrate CBDRM outputs in their annual mid-term development plans;
5. Develop tools and templates for the local government officials in order to effectively integrate CBDRM outputs;
6. Organize training workshops both for the community and government officials on CBDRM and local development planning process;
7. Ensure that CBDRM outputs are practically integrated in the annual development plan of a local government unit in each country;
8. Document the best practices and disseminate them for replication in other districts of project countries;

Key Activities

The project seeks to propose a mix of structural and non-structural activities by combining both the indigenous knowledge and modern scientific techniques. ADPC would take a holistic as well as inclusive approach.

Year 1
1. Identify targeted communities in consultation with disaster management offices and other national and local partners. This will be done after developing a proper criterion for each country.
2. Undertake community based risk assessment of selected communities and develop action plans based on risk assessment results.
3. Capacity building training workshops for local communities and local government officials

- Mongolia on Community Based Disaster Risk Assessment; Linkages between CBDRM and Local Development Planning and Disaster Preparedness and Response
- Myanmar on Community Based Disaster Risk Assessment; and Disaster Preparedness and Response
- Bhutan on Community Based Disaster Risk Management Planning

Year 2
Implement CBDRM action plans in each country. The 2nd year of the project will see the practical implementation of structural (hardware) activities in selected communities. This includes
- the construction of small-scale physical infrastructure schemes for disaster preparedness and mitigation. Such physical infrastructure schemes will be identified in consultation with local communities and local government authorities during the process of risk assessment activities.
- activation of the Private Sector DRR Resource Gateway in collaboration with the SME Crisis Response Center under the APEC framework to be hosted by ADPC to address the information gap found during the work on business continuity planning and management
- live version of the Vietnam DRR Project Portal developed to identify the gaps and needs in the 10 most highly vulnerable communities
- activation of the Mongolia National DRR Information Portal to be used by all DRR stakeholders in Mongolia

Year 3
Continuation of the implementation of CBDRM action plans in each country and the construction of small-scale physical infrastructures schemes for disaster preparedness and mitigation.
Documentation of the process and knowledge-sharing workshops at national and regional levels, compendium of case studies at the end of the project and monitoring and Evaluation of project activities

Output

-Country-specific models for sustainable CBDRM and Local Development Planning and Implementation are available for replication
-Disaster risk reduction, emergency preparedness and response management capacities of project communities enhanced
-Small-scale physical infrastructure schemes are completed for disaster mitigation
-A body of knowledge in the form of training manuals, case studies, action plans available for wider use and dissemination
-Tools and templates developed for integrating CBDRM in the local development planning process
-CBDRM is integrated in the annual development plans of each country
-Enhanced information and knowledge management capacity for the region
