Description

The project aims to provide technical assistance and international expertise in support of the Department of Disaster Management?s (DDM) effort to strengthen and develop the institutional capacity on disaster preparedness for effective response at all levels.

Key Activities

To achieve the objective of the assignment, ADPC would take the consultative approach to the following activities: - Conduct a detailed Human Resource Capacity Assessment of Department of Disaster Management and counterpart agencies including both public and private to identify and prioritize needs, and accordingly develop a sustainable capacity building plan. - Provide technical inputs to finalize the rules and regulations to support the implementation of the Disaster Management Bill 2013 in terms of its content, layout and design to meet the national and international standards. - Provide technical inputs to finalize the existing draft Disaster Management Planning Guidelines as per international standards. - Review the existing Disaster Response System and recommend appropriate Disaster Risk Management (DRM) Response mechanism and provide technical inputs to finalize Standard Operating Procedures (SOPs), Terms of Reference (ToR) and Guidelines. - Draft the Contingency Planning Guidelines and develop the Contingency Plan for one district (Dzongkhag) and one municipality (Thromde), and conduct simulation exercise and incorporate lessons learnt

- Documentation on Capacity Development Needs for Strengthening Institutional and Legislative Systems for Disaster Risk Management in Bhutan - Document on Rules and Regulation to support the implementation of the DM Bill 2013 - DM Planning Guideline - Operational Guidelines on Emergency Preparedness, Disaster Response Planning, SOP for Preparedness, Response, Recovery and Reconstruction - Contingency Planning Guidelines at national, District and Municipal levels - Simulation exercises
