Sub-Activity 3.2.1 : Mainstreaming Local Level DRR and CCA Into Local Development Programmes

Description

The local communities and their immediate environment always feel the most serious impact of a disaster. Thus, ?every disaster is a local disaster? and requires the involvement of local stakeholders and the community. At the same time, most of the development activities start at a local level, involving local resources and skills. This is essential, local people, having a better understanding of the surrounding areas, the culture, fragility of the local environment and the natural resource base are in a better position to contribute to the process of development and add to its sustainability. The local development process in rural areas must integrate DRR and CCA into policy, planning, implementation and enforcement of hazard resilient standards and regulations.

Key Activities

1. Maldives 1.1. Development of a National community based disaster risk reduction framework. - Development of national templates of island preparedness and response plans by reviewing existing templates used by different stakeholders - Development of national guideline on integrating CBDRR activities into the local government authorities programs - Development of terms of reference for of Atoll, island and City Councils and DRR Focal points and inclusion into the DM Bill) - Development of training package modules that would be used in the Training of Trainers (ToT) in local level DRR and CCA implementation based on the review of existing modules used by MRC, UNDP and other possible organizations - Conduct jointly with NDMC a national ToT workshop for atoll level focal points, selected members of key stakeholder agencies (NDMC, LGA, MRC,) ? This component will be jointly funded by ADPC and NDMC - Conduct one orientation workshop for key stakeholders to finalize the National Community based Disaster Risk Reduction framework ? This component could also be jointly funded by ADPC and NDMC 2. Bhutan 2.1. Standardization of CBDRR Toolkit and Monitoring and Evaluation (M&E) tools for measuring implementation and impact of local level interventions - Develop a CBDRR toolkit and M&E plan for national roll-out of the safer planning process in all Dzongkhags. - Develop guidance note on local planning and funding process an opportunities for decentralized disaster management emphasized in the National Disaster Management Bill 2011. - Conduct one consultation workshop on finalization of the CBDRR Tool Kit and M&E Plan 3. Mongolia 3.1. Building capacity of local authorities (DM units and planning department) for integration of CBDRR into ecosystem and livelihood planning - Design a community based disaster risk reduction program for NEMA to reduce the impact of "dzud" on rural livelihoods - Conduct capacity building of Municipality of Ulaanbaatar on CBDRM
