Developing Integrated Disaster Risk Management (IDRM) frameworks in ADB developing member countries (DMCs) supports ADB strategic goals of mainstreaming disaster management into development policies and programs, bringing financial innovation into DRM, integrating disaster risk reduction (DRR) into all aspects of disaster risk management (DRM), and linking DRM tools and resources to climate change adaptation (CCA) initiatives. Through this TA, ADB seeks to establish an IDRM framework in selected cities in Indonesia and the Philippines building on three areas simultaneously: DRF, DRR and CCA. Projects in each city will advance the use of finance instruments, link the financing to investments in risk reduction, and promote climate change adaptation.
Key Activities
Assessment and profiling of risks and the selection of the project cities following consultation with the host governments.
Output
-Development of indicative profile of urban risk in the Philippines and Indonesia
-Assessment of key indicators of physical, social, and economic vulnerability and estimated of potential disaster losses as determined
-Selection of cities for phase- two (II) of the project
