Description

With an aim to support the DDPM in Thailand, this project aims to carry out an assessment on the Thailand policy environment on disaster management and emergency response, creating disaster management multi-stakeholders profile and documenting practices and models of disaster management. Multi-stakeholder partnerships are some of the interventions initiated by the AADMER Partnership Group (APG) to facilitate the implementation of the ASEAN Agreement on Disaster Management and Emergency Response (AADMER) in the ASEAN region.

Key Activities

?1. Assessing Thailand policy environment on disaster management and emergency response 2. Development of disaster management nulti-stakeholders profile 3. Explore practices and models of disaster management multi-stakeholder partnerships 4. Identify gaps in policy and programs particularly those that marginalise vulnerable groups

Output

Expected output is the policy research report which covering as below topics: 1. Thailand policy environment on disaster management and emergency response addressing the following issue: (a) Existing disaster management policy in Thailand (b) Linkages between the AADMER framework, implementation and Civil Society participation in Thailand (c) Gaps and challenges in implementation and Possible areas for improvement (d) Space for Civil Society participation in AADMER implementation in Thailand 2. Development of multi-stakeholder profiles in which the following topics are tackled: (a) Brief statement on key stakeholders of disaster management in Thailand (b) Description of cluster stakeholders and assessment on existing platforms for collaboration of stakeholders (c) Analysis on multi-stakeholder partnerships regarding potentials, limitations and area for improvement 3. Exploration of practices and models of multi-stakeholder partnerships that describe the following subjects: (a) Describing a critical incident that requires multi-stakeholder collaboration and coordination. Identifying their involvement in the collaboration and response to critical events (b) State the platform in which inter-agency, multi-stakeholders, networks/ coalition and community-based organization collaborated (c) Did the collaboration address specific needs for all population and vulnerable groups (d) Analysis of strength and weakness of collaboration, documenting best practices and lesson learn
