Seismic Risk Assessment in Bangladesh

Description

The project consist of 3 tasks

Task-I: Earthquake risk and damage assessments and subsequent development of scenario- based contingency planning for Rangpur, Dinajpur, Mymensingh, Tangail, Bogra, and Rajshahi municipalities/city corporations in Bangladesh.

The objectives of hazard, vulnerability, risk and damage assessment as well as scenario-based contingency planning is to promote the preparedness, risk reduction and emergency response activities among the key GOB organizations, decision makers and city dwellers. The risk information will be integrated into the physical and structural planning of the municipalities and city corporations in order to develop risk resilient built environment.

Task-II: Development of detailed building and infrastructures database of Dhaka and Chittagong City corporation areas in Bangladesh.

The objectives of building inventory database development are to use the information for improving vulnerability assessment and imposing regulation by the city development authorities, tax fixation by city corporations, crime tracking by the law enforcing authorities and so on. Moreover, training will be provided to the professionals of city development authorities, city corporations, law enforcing authorities on the useful applications and updating of the database as of their necessity.

Task-III: Development of ward-level spatial contingency Plan for Dhaka, Chittagong and Sylhet City Corporation areas in Bangladesh The objectives of this task is to develop the scenario-based ward level spatial contingency plan for guiding the community people and decision makers how to face the period of emergency for earthquake and other urban hazard following ground level spatial plan. Moreover, this ward level contingency plan will further provide the guideline to reduce the risk posing by the existing infrastructures and to integrate and implement the risk mitigation measures into the development works setting number of examples for each ward.

Key Activities

Task I:

1. Investigations on Fault Modeling.
2. Historical earthquake analysis and integration of geophysical investigations with fault modeling.
3. Geophysical and geotechnical investigations and engineering geological mapping.
4. Physical survey and Development of building and infrasturcture database in GIS.
5. Vulnerability analysis of the buildings, lifelines and essential facilities<.br> 6. Land use map of Mymensingh municipal area
7. Development of guideline to integrate disaster risk information into physical/structural plan.
8.Analysis of exposed elements and Risk, damage and loss assessment.
9.Updated contingency plan template.
10. Revisit roles & responsibilities of the major stakeholders and gap analysis.
11. Development of scenario-based spatial contingency plan.
12. Training and capacity building programs.

Task II:

1. Collection of building and other infrasturctures databases and report on difference between available and proposed database.
2. Physical inventory of each building and infrastructures.

Task III:
1. Report on the risk profile of the targeted wards.
2. Scenario based ward-level spatial contingency plan.
3. Identify the vulnerability of the infrastructures and figure-out the mitigation measures.
4. Simulation drills to implement contingency plan into community level.

Output

(1) Morphotectonic and neotectonic studies of Bangladesh and its surrounding areas.
(2) Geodynamic model of Bangladesh based on GPS/DGPS readings and other relevant information focusing crustal shortening/zone of strain accumulation based on available information.
(3) Updated active fault model of Bangladesh integrating line investigations.
(4) Engineering geological maps of the targeted cities.
(5) Risk and damage/loss assessment of the potential earthquakes.
(6) Landuse map of Mymensingh municipal area with suitability analysis for future expansion.
(7) Development of guideline to integrate disaster risk information into physical/structural plan.
(8) Scenario-based spatial contingency plan for Rangpur, Dinajpur, Tangail, Mymensingh, Bogra, and Rajshahi City Corporation and municipalities.
(9) Preparation of detailed building inventory database with attributes.
(10) Scenario-based ward level spatial contingency plan.
(11) Identify the vulnerable position of the infrastructures and figure-out the mitigation measures.
