Description

In order to further support the Government of Lao PDR (GoL) to better understand and manage disaster risks in the country, the ADPC proposes to collaborate and provide Technical Assistance (TA) to the National Disaster Management Office (NDMO), line ministries and local authorities in Lao PDR in implementing a short-term output-based project named ?Strengthening Institutional Capacity for Development of the LAO PDR National Assessment Report (LNAR-2012) on Disaster Risk Reduction? which will help building capacities of the country in the system analysis of disasters and the associated risk. The final outcome of the project would contribute to the third edition of the GAR in 2012 and also lead to the institutional strengthening on disaster risk management and development in Lao PDR as a whole. The specific objectives of the project are as follows: a) To further strengthen capacity of Lao government officials on evidence based historic disaster data collection and analysis for disaster risk assessment; b) To support the Lao government in collecting historical disaster data over longer periods (20-30 years); c) To improve overall disaster information database in Lao PDR; and d) To contribute and develop the National Assessment Report (LNAR-2012) on Disaster Risk Reduction of Lao PDR in line with the GAR 2013.

Key Activities

In developing the project, ADPC will conduct the following activities: 1) Institutional strengthening of Lao Government Officials on Evidence based Historic Disaster Data Collection and Analysis for Disaster Risk One national training, entirely conducted by ADPC, is planned to strengthen capacity of the NDMO, line ministries and departments and representatives of local authorities of provinces in three regions (Southern, Central and Northern Regions) in Lao PDR on i) collecting historical data and analysis using DesInventar, ii) incident reporting and iii) improvement of disaster information database at national and local level. 2) Support Lao Government in Historical Disaster Data Collection Once the national and local authorities are trained on historical data collection and analysis, the appropriate approach for collecting historical data for a long duration in Lao context will be discussed and planned by the NDMO, line ministries and local authorities. The project would support the NDMO and local government in 17 provinces in Lao PDR on data collection and analysis using standard data collection format. The collected data could be compiles and submit to the NDMO for updating the database. Improvement of the data collection format would be discussed and the format to be revised if required. 3) Improvement of the Disaster Information Database in Lao PDR (Evidence based DRR Information) Based on the initiative of a national web base database developed at NDMO using DesInventar, The data collected for longer period from 17 provinces will be updated by the NDMO in the existing online database periodically and linked with DesInventar and the UNISDR GAR database. The database would then be improved and used statistically for disaster risk management in the Lao PDR. At the local level, the database would be kept systematically. 4) Contribution and Development of the Lao National Assessment Report (LNAR-2012) on Disaster Risk Reduction in line with the GAR 2013 In line with the United Nations? Global Risk Assessment Report, the Lao Assessment Report (LNAR-2012) will be developed using the outputs of the activities from this project (DesInventar), as well as other research work. The LNAR 2012 will be developed and published by the NDMO, Lao PDR, under a technical and consultative process. UNISDR will remain the Lead Coordinator and Author for the LNAR 2012. ADPC will provide all necessary technical and coordination support to the NDMO and the provinces in developing the report.

Output

The following is a brief result framework: 1. Objective for the biennium: Completion of the Laos National Disaster Database and production of a Laos National Assessment Report. 2. Expected outcomes: Increased capacity in Laos Government and the inclusion of GAR recommendations in a Lao governmental policy document. 3. Indicators of achievement: Full completion of a National Disaster Loss database with data for all provinces in DesInventar Format, and a Laos National Assessment Report produced and ready to be issued as publication. 4. External factors: Only a change in government support, or lack of UNDP support could compromise or delay some aspects of the project. Both are of very low probability of happening and even in that case it should not impact the activities of the project. 5. Final outputs: A Database and a Laos National Assessment Report containing analysis of data collected.
