Description

The LANGOCA Programme aims to build on and maximize the unique strengths of NGOs; particularly in relation to their long-term experience, capacity and linkages with partner organizations and communities in Lao PDR. The Programme include a range of activities that aim to directly address Laos-Australia Development Cooperation Strategy 2004-2010 (LADCS). Strategic Objectives to reduce the vulnerability of the poor, with specific focus on reducing the impact of natural disasters, and to reduce the impact of unexploded ordinance (UXOs). There are 5 sub-projects under this agreement which has been initiated since 2007.

Key Activities

The following activities under Establish Disaster Risk Information Systems (EDIS) were carried out in Xieng Hone district, Sayaboury province, Lao PDR during the period of July 2008-May 2011: 1. A system for sharing disaster information (DesInventar-a free source program with simplified GIS support system), measurement and analysis was established and contributing to improvement and effectiveness of disaster risk reduction planning in Xieng Hone district. 2. National Disaster Risk Information was established at NDMO which now become the lead organization in operating and maintaining the system at the national level and is able to support the system for provinces. 3. Disaster data collection formats for 7 sectors were developed and used as national standard by NDMO and national ministries for collecting historical data in 11 provinces in Lao PDR. 4. Regional trainings on DesInventar were conducted for 11 provinces, DesInventar manual was developed in Lao language. 5. Data and risk information were utilized for developing Xeing Hone district DRR plan. 6. Guideline on Incident Reporting was developed. 7. Participatory Risk Assessment (PRA) trainings and workshops were conducted in which extensive consultations on PRA in Lao context was discussed based on field experiences. The results of village risk maps and profiles will be used for detailed village DRR planning. 8. The newly contextualized PRA was introduced to the PDMC of other 9 provinces at the national training on PRA and become a standard tool which can be used and applied in other parts of the country through NDMO. 9. The PDMC of Sayaboury and DDMCs of Sayaboury and Xieng Hone districts have jointly developed a provincial replication plan aiming to expand the PRA experiences in other 9 districts in Sayaboury province

Output

1. District Risk Information System for Xieng Hone developed 2. Risk maps, vulnerability maps and hazard maps for target villages (Village Risk Profiles) and knowledge sharing documents developed for the use by communities, schools and authorities 3. National level disaster information collection formats developed 4. Initiate development of Disaster Information System at national level 5. Guidelines for undertaking district disaster risk assessment published 6. Replication plan for district disaster risk assessment activities in additional districts of Sayaboury province developed by NDMO and Provincial authorities 7. Provincial planning and management system established
