Description

Asian Disaster Preparedness Center (ADPC), Bangkok collaboration with Office of U.S. Foreign Disaster Assistance (OFDA) in training, capacity building and managing regional programs in disaster management. Miami-Dade Fire Rescue Department (MDFRD), Miami, Florida, USA provides technical inputs to this capacity building program. Program aimed at improving search and rescue capability and first responders? performance from government and non-government agencies to enable the first responders to assess, treat and transport disaster victims and plan for, undertaking and managing search and rescue operations in the event of building collapse in earthquakes or other situations. The program develops capacity in the four countries to organize and conduct their own training in Medical First Response (MFR) and Collapsed Structure Search and Rescue (CSSR). Another training course on Hospital Preparedness for Emergency (HOPE) has also been developed as a new component of the program. One of the HOPE early design workshop was conducted in New Delhi, India, in April 2001. Three prominent medical doctors/professors from the All India Institute of Medical Sciences (AIIMS), India, have actively been involved as Module Coordinators in the further process of HOPE training materials development. The Principal vehicle for achieving program objectives was a ?train the trainer? approach and generate a large pool of trained instructors from emergency response agencies who in turn train others in respective organizations.

Key Activities

? Conduct of Regional, Sub-regional and national Training Courses (Training for Instructors (TFI), Medical First Responders (MFR), and Collapsed Structure Search and Rescue (CSSR) ? Organize and convene, in coordination with USAID/OFDA, the Regional Advisory Council Meeting, Technical working Group Meetings and Core Group Planning Meetings. ? Conduct Baseline Data Collection to provide vivid evidence for the need for PEER regional-wide, framework and parameters designed by a Senior Consultant in collaboration with OFDA and ADPC, supported by a team with training in MFR, SAR, and medical expertise. ? Develop a new Training Course on Hospital Preparedness for Emergency (HOPE). ? Establish and maintain relationship with partner agencies in participating countries. ? Establish an Asian network of TFI, MFR, and CSSR trainers working closely with partner institutions in initiating the networking process
