    One year after the typhoon Ketsana, Cities in Philippines are still ill-prepared for disasters, IRIN news reports. Ms. Gabrielle Iglesias, Project Officer at Urban Disaster Risk Management team pointed out one reason, donors are still focusing on Response, not Preparedness: "Only 5 percent of US government funding through its Office of Foreign Disaster Assistance (OFDA) goes toward risk reduction, with most allocated to relief and recovery", said Gabrielle.
