Disaster
Management Course: Disaster Management
Course is the core course of ADPC, which has
been delivered since the ADPC’s inception.
The course provides comprehensive disaster
management knowledge and skills to enhance
the capabilities of executive managers who
have key disaster management responsibilities.
It is designed to enable professionals working
in disaster management, development and donor
agencies to effectively integrate disaster
management into their development programs
and policies. Participants will be encouraged
to develop key skills and adopt proactive
attitudes through participation in interactive
lectures and reflection on a range of key
issues raised during discussions and practical
activities.
The course will promote the sharing of relevant
technical and managerial skills and knowledge
and will equip participants with appropriate
decision making, strategic and analytical
processes.

Flood Disaster
Risk Management (FDRM): Flood Disaster
Risk Mitigation Course is an integrated approach
to development of flood risk reduction strategies
that involves engineering, settlement, development,
public administration, community-based strategies
and land use planning (with environmental
considerations). This multi-disciplinary treatment
of the flood problem and of the requirements
of flood risk management is expected to enable
a holistic view of the situation and the needed
preparedness measures. Cases of responses
at the national and local levels are presented
to give the mitigation measures concrete applications.
The four modules impart the information and
skills in flood problem analysis, understanding
and appreciation of the various approaches
to flood risk reduction, determination of
appropriateness of the strategies and/or measures
to achieve the desired goal of flood risk/damage
reduction.
The course is linked to a number of current
ADPC flood-related initiatives, including
the Flood Preparedness Information Network
(FINE) in South Asia; the Extreme Climate
Events (ECE) program; and the cooperation
between ADPC and Mekong River Commission.
Participants will be exposed to these endeavors,
to learn from their experience and to establish
linkages with them.

Community Based
Disaster Risk Management (CBDRM) Community
Based Disaster Risk Management provides an
opportunity for participants to acquire skills
and obtain knowledge on “how to” design and
implement programs to reduce disaster risks
and vulnerability and build community capacity
to promote a ‘culture of safety.’ Through
exercises and simulations they will practice
risk assessment and risk management planning.
The participants will have a chance to learn
about globally acknowledged programs and projects
on community based disaster risk management
from leaders of these initiatives. In particular
the cases will include examples from the South
Asia , South East Asia and Pacific regions.
The participants will:
- Examine
various models on disaster risk management.
- Design
and conduct community based disaster risk
assessment.
- Identify
measures for hazard and vulnerability reduction
and community capacity building.
- Prepare
a risk reduction plan and how to integrate
it in development activities.
- Analyse
problems in the implementation of community
based risk reduction plans.
- Describe
areas of professional development to become
a good CBDRM practitioner.

Community Based
Psychological Support (CBPS): ADPC
has initiated the regional training course
on Community Based Psychological Support (CBPS)
in 2005 in partnership with the University
of South Dakota Disaster Mental Health Institute
(DMHI).
CBPS aims to provide mental health professionals
the skills and understanding to begin to develop,
implement, supervise, and manage psychological
support programs in preparation for and in
response to disaster. The course will focus
on the impact of stress in disasters and the
components and assessment of psychological
support. Practical models of implementation,
disaster mental health strategies and interventions,
and the management of psychological support
programs will be discussed in the course.

relationships, capabilities and strategies
in managing emergencies and disasters. It
will also assist participants to develop the
skills to design, manage and evaluate activities
that exercise the elements of emergency management.
The participants will learn about:
- Appropriate
exercise management for given situations to
meet stated outcomes.
- Identify
resources necessary to conduct exercises.
- Methods
to evaluate the results of an exercise Actions,
processes, deficiencies and needs requiring
documentation.
- Adopting
and using the exercise management process
in specific environments.
- Suggestions
for marketing exercises to agencies and key
