Report on the Fifth Flood Disaster Risk Management (FRM-5) course

The Fifth Flood Disaster Risk Management (FRM-5) course was conducted in Beijing, China in collaboration with the Research Center for Flood and Drought Disaster Reduction (CDR), the Chinese Ministry of Water Resource from September 15 – 26, 2003.  There were Seventeen participants in the Course from seven countries, i.e. China, Bangladesh, Korea, Lao PDR, Nigeria, Sri Lanka and Thailand.  There was also one observer from Turkey. 

The Opening Ceremony was led by Mr. Merrick Chatfield of Director and Co-Team leader of Disaster Management System of ADPC while the Chinese delegation were led by Madame Meng Zhimin, Deputy Director General of the Department of International Cooperation, Chinese Ministry of Water Resources (MWR); Mr. Jia Jinsheng, Director of China Institute of Water Resources and Hydropower Research, Ministry of Water Resources, Prof. Cheng Xiaotao, Director of Research Center on Flood and Drought Disaster Reduction and other Chinese officials attended the ceremony.  The Ceremony was held at the third flood of the CDR building.

From the evaluative statements by the learners of the FRM 5, it can be stated that the Course was successful and that there has been a transfer of knowledge both at the theoretical and practical levels on Flood Disaster Risk Management.  The Course has been rated as very relevant, useful to the job and needed by Disaster Managers. Except for the course in the classroom, the FRM-5 participants were impressed by the field visits. Particularly, the participants were afforded a boat ride along the almost completed three – kilometer river reclamation project in Beijing that made the river biologically alive, a water park for people, and a more efficient drainage for rain water in contribution to local flood management. The person who acted as guide was the engineer who designed the whole project.

The Research Center on Flood and Drought Disaster Reduction (CDR), the ADPC partner for the FRM-5 Course in China, provided secretarial assistance to ADPC during the conduct of the Course.  The CDR did all its best to provide the needed support and assisted in facilitating most of the activities of the Course and contributed to provide Chinese resource persons as well.
