  Report on Signing of MoUs with MoCA and NDRCC, China

ADPC’s delegation consisting of Dr.Suvit Yodmani, Executive Director, Mr.Earl Kessler, Deputy Executive Director and Ms. Lingling Jiang, Project Manager for China and North-East Asia attended the International Conference on Disaster Reduction in Preparation for the World Conference on Disaster Reduction in Japan in January 2005, jointly organized by China’s Ministry of Civil Affairs (MoCA) and the UN International Strategy for Disaster Reduction (UN ISDR) in Beijing, China from 25 to 27 May 2004.

Taking the opportunity to be in Beijing, on 24 May, Dr.Suvit, on behalf of ADPC, signed two MoUs – one MoU with Dr.Whang Zhenyao, Director-General of the Department of Disaster and Social Relief of the Ministry of Civil Affairs, and the other with Director-General of the National Disaster Reduction Center of China (NDRCC).

Before signing the MoUs, a brief meeting was held between the ADPC and Officials from the Ministry of Civil Affairs and the National Disaster Reduction Center of China. In the meeting, Mr. Cheng Jiechang, Vice Minister of the Ministry of Civil Affairs stated that MoCA would collaborate with ADPC mainly in the following activities :

  1. Organizing a series of training courses on disaster risk management for Chinese officials at ADPC on an annual basis. The initial period for conducting the training will be during the next three years.
  2. Organizing study tours for disaster management officials from China to other ADPC program countries in Asia and the Pacific.
  3. Exchanging and sharing expertise and information on disaster related activities, networking capabilities and research with ADPC.

The National Disaster Reduction Center of China (NDRCC) is also interested in organizing one or more courses on disaster management at ADPC either this year or next year. They also hope to exchange their newsletter titled China Disaster Reduction with ADPC.
