Jonathan Abrahams
Team Leader

Jonathan Abrahams joined ADPC in November 2005 as the Leader of the Public Health in Emergencies team. Our team's vision is to promote excellence in public health management in emergencies in the Asia and Pacific region.

Before taking up the position Jonathan was working with a team in the World Health Organization's Department of Epidemic and Pandemic Alert and Response (EPR) in Geneva on risk management-based guidance for assessing and strengthening national capacity for managing health risks of deliberate use of biological and chemical agents, and radioactive material. Previously, Jonathan was Manager, Emergency Response and Disaster Management in the Australian Agency for International Development (AusAID) where he worked on capacity development, coordination of the Australian Government's response to international disasters, and disaster risk reduction and emergency management projects in collaboration with national government agencies in partner countries, and Australian and international organizations.

Jonathan's experience in the disaster management field has entailed working with agencies and individuals to develop systemic, organization and individual capacities to manage risks of disasters. After graduating from the international health programme at Emory University in 1993, Jonathan helped to establish the Australian National Centre for War-related Post Traumatic Stress Disorder and associated psychosocial programmes for veterans and their families. He transferred to the Australian Government's disaster management agency, Emergency Management Australia, where his role was to bring together people with expertise in different sectors and disciplines, and responsibilities at different levels of government, to develop comprehensive and specific emergency management strategies and products. These included coordinating the development of a national framework for disaster mitigation and managing programmes in disaster medicine, land use planning, disaster loss assessment, business continuity management and volunteer emergency services, and supporting other emergency management initiatives. During this period, Jonathan completed a Graduate Certificate in Applied Management (Emergency Management) from Charles Sturt University, and was seconded to the New South Wales Department of Health to provide emergency preparedness training to health personnel in preparation for the Sydney Olympic Games in 2000.

Jonathan has coordinated the development of technical guidelines in disaster medicine and a range of emergency management functions, and has been a contributing author to number of publications, including the OECD's publication Emerging Systemic Risks.
