of Partnership
We, the
members of the Philippines Disaster Management
Forum (PDMF) recognize and believe:
- in the rights and dignity of every human
being;
- in the inherent capacities and resilience
of individuals and communities to prevent
and prevails over disasters and calamities;
- in the participation of the people in overcoming
vulnerabilities;
- in the primary role and responsibility
of the state to provide assistance when people's
capacity to respond has exceeded its limit;
- in the partnership, collaboration and cooperation
among various entities such as NGOs, Government,
Academe and other institutions for disaster
management;
- that our fundamental accountability must
be to those we seek to assist.
With these, we fervently
seek to:

Promote Community-Based
Disaster Management (CBDM) as a viable approach
for disaster risk reduction and sustainable
development by:
- Integrating CBDM principles and processes
in development work
- Organizing venues for dissemination, analysis
and reflection of promising practices in CBDM
- Seeking resources and implementing CBDM
programs and activities
- Supporting community initiatives in CBDM
endeavors.
- Advocate for policy development related
to disaster management by:
- Undertaking review, analysis and discussion
of legislations, policies, programs and plans
related to disaster management
- Formulating and presenting position papers
on various issues and concerns related to
DM
- Representation in venues called for policy
development on DM.
- Establish partnerships for capacity
building, resource sharing and mutual support
for common disaster management agenda by:
- Undertaking capacity building opportunities
for its members
- Sharing appropriate resources for common
undertaking
- Supporting the PDMF members in their issues
and DM agenda.
As a network of organizations
and concerned individuals, we shall pursue our
partnership and unity by:
- Respecting the internal principles, values,
leadership, system and policies of member
organizations
- Sharing in strategic decision-making and
policy formulation through consultation and
mechanisms that offer all members an appropriate
voice by the Forum
- Supporting the leadership, working structure,
programs and plans that has been agreed upon
by the Forum
- Engaging in direct, open dialogue with
other entities on issues of tension or conflict,
seeking constructive solutions that seem best
for all concerned, and demonstrating the power
of cooperation
Honoring commitments
- Building openness, confidence, knowledge
and trust; judiciously using the fundes raised
under the auspices of PDMF, ensuring administrative
and financial sustainability
Practicing the legally accepted financial
planning, budgeting and auditing principles.
