Mr. Sisira Kumara is heading the capacity building portfolio of the Asian Disaster Preparedness Center (ADPC). He has been working at the ADPC for the last ten years, primarily serving ADPC member states in Asia and the Pacific region. Before joining ADPC, Sisira worked for the University of Peradeniya and the United Nations Development Program (UNDP) in Sri Lanka. During his career at UNDP, he served as the program coordinator of Energy, Environment, and DRM unit until 2007 and supported the ministries, line departments and other stakeholders in designing and implementing various development, environment, and DRR related programs. During his career, he has also executed many multi-donor funded capacity building programs in many countries such as Sri Lanka, Cambodia, Lao PDR, Myanmar, Philippines, India, Thailand, Bhutan, Pakistan, Ethiopia, and Nepal. Sisira has worked for major recovery and reconstruction programs in the region such as 2004 floods and landslide disaster in Sri Lanka, 2004 Indian Ocean Tsunami, 2009 Nargis Cyclone in Myanmar and 2011 Flood Disaster in Cambodia. Currently, he is a doctoral research fellow at the University of Huddersfield, UK and conducting a study on Economics of Climate Change. Besides, Sisira holds a postgraduate degree (MSc) in Environment Economics from the University of Peradeniya, Sri Lanka. His expertise lies in the system and institutional analysis, institutional system & capacity development, environment impact assessment, program design & execution and undertaking Monitoring & Evaluation.
