The study reviews the water sector policies at national and provincial levels (Sindh and Balochistan) using an analytical framework. It provides the road map to integrate the water policies of Sindh and Balochistan with NWP 2018. This analytical framework complements the provincial governments’ development of integrated water resources management policies. It also supports developing groundwater strategies and managing drought disaster risks. The report highlighted the key challenges in the water sector for governance and climate change adaptation and resilience. It also chalked out the specific way forward for the federal government (Ministry of Water Resources) and the provincial governments (Irrigation Departments of Sindh and Balochistan).
The aim of the review is to identify the key water sector issues and challenges, interventions required to respond to climate change, and water governance issues, and propose necessary policy strengthening to be taken by the National, Sindh, and Balochistan Governments. This review report provides the basis for assessing gaps in water governance guidelines. The report is useful for water sector organizations throughout Pakistan; but is prepared for the Ministry of Water Resources and the provincial Irrigation Departments of Sindh and Balochistan in particular.
