Developing Climate Inclusive Potential Loss and Damage Assessment Methodology for Flood Hazards

Description

The project will mainly address regional research to develop an econometric methodology for estimating economic loss and damage in agricultural sector by using climate change induced flood risk assessment maps?extracted from downscaled high-resolution future climate scenarios ?for the pilot sites of three countries including Nepal, Sri Lanka and Thailand. The project also intends to explore Science-based DRR and CCA interventions?such as strengthening early warning systems for floods, behavioural changes of farming community (livelihoods) to adopt change of cropping calendar, change crop varieties and other climate smart technological packages. Moreover, this initiative addresses capacity building component by conducting two regional training workshops on the methodology of ?Climate Inclusive Risk Assessment for floods? and ?Loss and Damage for crops due to impending flood hazards.?

Key Activities

?? Downscale future climate scenarios for the targeted countries utilizing state-of-the-art dynamical downscaling model, ? Screening and extract future extreme temperature and precipitation events (rain spells), from the downscaled future climate scenarios for identifying future flood events in the targeted areas of the countries, ? Conduct Hazard Assessment, Exposure Analysis and develop Vulnerability Functions for floods in the target countries, ? Conduct /develop flood risk assessment using hazard, vulnerability and exposure analysis, ? Analyse yield data of agricultural sector to build up correlation with climate variability and climate shocks, in particular floods over the concern areas using advanced econometric tools such as Instrumental variable two stage least squares (IV-2SLS), Vector Auto Regressive (VAR) analysis and Minimum/Full Information Maximum Likelihood (LIML/FIML) estimators, ? Develop loss and damage functions by applying structural economic model at local level, for primary sector due to impending flood events based on climate inclusive risk assessment in the targeted countries, ? Assessing existing Early Warning Systems (EWS) for floods in the targeted countries, ? Prepare a roadmap with a set of recommendations to strengthen EWS for floods as DRR and CCA intervention for the targeted countries, ? Study of weather and climate information usage by farming community in the pilot sites of the countries, ? Study indigenous knowledge and best practices to minimize flood damage, Develop DRR and CCA interventions for agriculture sector to cope up with anticipated future extreme flood events, ? Prepare a guidebook for local government officials for mainstream Climate Smart DRR and CCA practices for development planning at local government level, ? Prepare a report on Climate Smart DRR and CCA interventions for agriculture sector (adjusting cropping calendar, changing crop variety etc.) for minimizing flood hazard risks, ? Publish three papers (risk assessment, loss and damage methodology and DRR & CCA interventions) on peer reviewed journals
