1. Program Overview Given the nature of high risks and priority needs of the country, as stated in the need assessment section of the proposal, BNPB established a Training Center (hereafter referred to as the Center) in 2014 to provide high quality technical inputs and carry out internationally recognized training courses for national and subnational level stakeholders in the country. The initial required infrastructure, facilities, software, hardware and manpower have been procured for the operationalization of the Center. However, as stated in the problem statement, needs assessment summary and justification for interventions, the newly established Center needs to further develop an understanding on the priority needs on DRM at the national and sub-national levels, assess the capacity and gaps, develop technical capacities and establish business planning processes to set the foundation for long-term sustainability and viability consistent with its vision of becoming a world class training service provider in next 10 years. Therefore, this program proposes a partnership between BNPB and ADPC to provide training, technical assistance, capacity development support provision, partnership development, exchange of expertise, mentoring and establishing standardization and quality assurance system for national courses being facilitated by the BNPB. ADPC will provide technical assistance as an international role model in DRR education and capacity development. a) Program Goal The overall goal of this program is to, ?establish a sustainable resource center dedicated to developing capacity for building resilient and safe communities against multiple hazards and climate change impacts in Indonesia?. b) Beneficiary Number The direct beneficiaries of this proposed program are: ? BNPB?s Training Center Staff and Faculty Members who are actively engaged or will be engaged in capacity building and training programs at the national, provincial, district and/or commune levels in Indonesia. ? Cooperating partners such as other government line agencies at the national, provincial and district levels such as the Coordinating Ministry for People?s Welfare, Ministry of Home Affairs, Ministry of Defense, Ministry of Energy and Mineral Resources, Ministry of Agriculture, Ministry of Forestry, Ministry of Marine Affairs and Fishery, Ministry of Health, Ministry of National Education, Ministry of Environment, Ministry of National Development Planning, Basarnas (the National SAR Agency), BMKG (national meteorological agency) and UN agencies such as the UNOCHA, UNDP and other international NGOs. Sector Beneficiaries Direct Beneficiaries 1 Risk Management Policy and Practice BNPB?s Training Center Staff and Faculty Members, BNPB, Provincial and District level officials 400 people However, given the nature of the program, which intends to contribute to the improvement of resilient and safer communities against multiple hazards and climate change impacts in Indonesia, the ultimate beneficiaries of the program surpass the number of individuals/organizations directly involved in the program or receiving training. The estimated potential number of indirect beneficiaries is approximately the population of Indonesia, which is beyond 255,708,785 in 2015 . c) Critical Assumptions ? Government?s Engagement: Government, especially the BNPB and the BNPB?s training center, has shown keen interest in addressing capacity development needs for DRR and climate change issues as part of its future visioning and planning process. It needs to be assumed that the government will continue to fund for the BNPB?s training center programs with the aim of creating a functioning Center with appropriate policies and resources. Management strategy: Proactive engagement with the government during the planning, need assessment and program design will be beneficial. ? Coordination and Cooperation with stakeholders: Relevant stakeholders at National, provincial and district levels are able to commit time and provide support to smooth implementation of the project. Management strategy: ADPC will work closely under the overarching MoU signed between the BNPB and ADPC and ensure that there is political commitment from highest level. ? Stability and peace: Stability and peace is a prerequisite for smooth project implementation. In recent years, the security situation in the country has been stable and there have not been major security incidents. Management strategy: Caution will be exercised during the implementation of the project and frequent discussions and advisories will be sought from the BNPB and USAID OFDA regional advisor should the security concerns arise. ? Natural disasters: Significant disaster events during the course of project duration can disrupt the implementation of the project activities. Management strategy: Reprogram activities based on the situation so as to accomplish project activities on time. If such events occur in the country, ADPC will consult BNPB and the USAID/OFDA Regional Advisor for reprogramming activities. ? Exchange fluctuation: Project activities are budgeted based on estimated costs in Indonesian Rupiah and Thai Baht (1 USD = 13,619 Indonesia Rupiah and 1 USD = 35.68 Thai Baht) and recent trends show that market fluctuation can affect the exchange rate. Management strategy: If the exchange rate affects the programming this will be communicated with USAID and adjustments can be made to deliverables accordingly. d) Program Strategy The project creates a partnership that brings together ADPC, a regional resource center dedicated to safer communities and sustainable development, and the BNPB?s newly established training center into a south-south cooperation in promoting capacity building and knowledge exchange in DRR and climate change adaptation. This will be achieved through designing and implementing an internationally recognized capacity development program and provision of institutions, strategies, and business plans to carry out capacity development programs at national and sub-national levels. Improvement in training and capacity development will be facilitated through the newly established Center, strategizing its partnerships with other national level ministries, academes, training institutions and stakeholders. The Center will further be linked to global, regional, and national level training programs and networks to assemble up-to-date, quality resources that reinforce the DRM capacity development endeavors among stakeholder organizations. The Center will develop an enabling environment among field practitioners and policy-makers alike to have access to the plethora of information, knowledge and lessons for DRR and climate change. It will also act as an applied research facility within Indonesia in reinforcing historic lessons learned and good practices emerged on DRM and CCA over the years, while taking into account the demand for increased awareness and insight among all local stakeholders involved in the dynamic field of DRM service provision. This project supports the implementation of the ?National Disaster Management Plan (NDMP) of Indonesia?. The NDMP contains nine programs and 47 priority areas. Each program consists of priority areas and its activities are being implemented by government ministries/agencies, communities, the private sector and other stakeholders. While improving the capacity of the Center contributes to a number of programs of the NDMP, as training is considered to be a crosscutting theme, it specifically contributes to the ?Program III - Research, Education and Training? and its priorities and ?Program IV - Capacity building and Improvement of People?s and Stakeholders? Participation in DRR?. Further, this project contributes to the priority areas of Sendai Framework for Disaster Risk Reduction (SFDRR: 2015-2030). It contributes to ?Priority I -Understanding Disaster Risk? through promoting the incorporating disaster risk knowledge, including disaster prevention, mitigation, preparedness, response, recovery and rehabilitation, in formal and non-formal education, as well as in civic education at all levels, and in professional education and training; and promoting national strategies to strengthen public education and awareness in DRR, including disaster risk information and knowledge, through campaigns, social media and community mobilization, taking into account specific audiences and their needs. The project also contributes to the ?Priority IV - Enhancing disaster preparedness for effective response and to ?Build Back Better? in recovery, rehabilitation and reconstruction? through training the existing workforce and voluntary workers in disaster response and strengthening technical and logistical capacities to ensure better response in emergencies; promoting regular disaster preparedness, response and recovery exercises, including evacuation drills, training and the establishment of area-based support systems, with a view to ensuring rapid and effective response to disasters and related displacement, including access to safe shelter, essential food and non-food relief supplies, as appropriate to local needs. This project has been designed within the programmatic result area of the ADPC 2020 strategy that focuses on, ?improved capacities for emergency preparedness and response at all levels, especially at local and community levels? in Core Program 2, ?strengthened system for effective management of risks at all levels in countries, especially at sub-national and local levels.? Noting that the current capacities within the newly established Center are limited, through this project, ADPC aims to build a strategic partnership between ADPC and the BNPB training center. An inclusive approach would engage various departments of government and other stakeholders. Linkages would be established with professional bodies such as universities, research and training centers etc., that would lead to the development of long term vision, identification of needs for the Center, pertinent human resources, curriculum development, and institutional linkages that would sustain and lead to the development of a Center of excellence.
