To harmonize community training needs and strengthen overall institutional capacities, Asian Disaster Preparedness Center (ADPC) has published a pre-strategic plan for the Indonesian Disaster Management Education and Training Center (PUSDIKLAT).

Indonesia is considered one of the world’s most disaster-prone countries, having witnessed over 3,700 disasters in 2019 alone. Disaster risks are expected to increase in the country as a result of increasing urbanization from its large population, environmental degradation for development, Indonesia’s position over 3 tectonic plates that trigger earthquakes and tsunamis, and the global effects of climate change that increase annual rainfall.

Local authorities have recognized the need to promote an active culture of disaster awareness through extensive education and skills development. With this in mind, ADPC publishes A Pre-Strategic Plan Study on Indonesia Disaster Management Education and Training Center to guide national authorities and planners towards developing their actual strategic plan to improve disaster management in the country.

The pre-strategic plan identifies policy drivers and future drivers of disaster management education by closely analyzing the national legal and human resource policy frameworks of Indonesia alongside stakeholders to develop an effective roadmap. The paper also takes a close look at the intricacies of PUSDIKLAT 4.0 mandated to the National Disaster Management Agency (BNPB) with focus on the institutional results framework, governance and strategic programs.

The pre-strategic plan is an outcome of the ADPC’s “Program for Strengthening the Technical and Organizational Capacity of BNPB Training Center in Indonesia” supported by United States Agency for International Development (USAID).
