4th ADPC Community-Based Disaster Risk Management (CBDRM) Course Review
22-23 May 2007, Bangkok


A rich dialogue during the workshop resulted to a revised curriculum being drafted integrating the reviewer’s inputs on new/emerging CBDRM concepts, models, framework, tools, focus, experiences and best practices. The final curriculum with the enhanced modules will be integrated into the succeeding ADPC CBDRM courses.

The 4th Community-Based Disaster Risk Management (CBDRM) Course Review was conducted from 22-23 May 2007 at the AIT Conference Center, Bangkok. The workshop participants consist of experienced practitioners from a range of regional and international organizations and selected CBDRM course alumni. read more

ADPC in collaboration with ProVention Consortium announces the launch of Research and Action Grants for Disaster Risk Reduction
(Third Round of Grants 2007-2008)


The Research and Action Grants for Disaster Risk Reduction programme is designed to engage enthusiastic young students and professionals in developing countries in creating innovative links between research and action in disaster risk reduction. Applicants are invited to seek ways to cut across professional disciplines and to exchange knowledge and engage stakeholders from scientific and academic, civilian, public and private sectors. read more

Rural and longer-established urban communities are rich in local knowledge, inventiveness, and creativity.

“Local knowledge” is a broad term covering a range of situations in which people process and utilize information in daily life and extreme events. It goes well beyond the narrower notion of “indigenous technical knowledge” (ITK) to include knowledge as well of social relations, sources of authority and power, and other “social capital” that may be mobilized for meeting of needs. Local knowledge exists in every domain of local social and technical practice from construction, water resource management, energy systems, food production, health care, etc. Local knowledge is sometimes also called “vernacular”.

  Partnerships for Disaster Reduction South East Asia Phase IV Launching

In line with ADPC’s thrust to promote, implement, and institutionalize the adoption of community based approaches into local and national development strategies and policies, we are very pleased to announce the commencement of the fourth phase of Partnerships for Disaster Reduction South East Asia (PDR-SEA IV), from February 2007 to April 2008, implemented by ADPC, in collaboration with the European Commission Humanitarian Aid Department (ECHO) and United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP).

PDR-SEA is a multi-phased project being implemented in Southeast Asian countries since 2000. ADPC and all the partners have learned tremendously from our different involvements in Phase I, II, and III. PDRSEA IV aims to enhance the institutionalization of CBDRM into socio-economic development process through strengthening of national and local capacity for the implementation of the Hyogo Framework for Action in order to build up community resilience in four project countries namely Cambodia, Indonesia, the Philippines, and Viet Nam. The project activities involve strengthening and institutionalizing CBDRM through local-level pilot activities, facilitating information dissemination through existing regional and national disaster risk management networks, enhancing ownership of CBDRM programs by developing the capacities of local authorities and promoting CBDRM through Disaster Management Practitioners Forum.


PDRSEA is implemented by ADPC’s Disaster Management Systems Team (DMS) and its Community Based Disaster Risk Management (CBDRM) group under the supervision of Mr. Loy Rego, Director and Team Leader of DMS. Dr. Mel Capistrano, DMS Program Manager will be the Project Manager for PDRSEA 4.

Cécile has joined the European Commission in 1996, as a political analyst in the Moscow Delegation before moving to the Humanitarian Aid department (ECHO) in Brussels. She then worked in ECHO field offices in Montenegro, Tajikistan, and now at the Regional Support Office South East Asia in Bangkok.

1. How did you get involved in Disaster Risk Reduction?
ECHO is one of the largest donors for emergency humanitarian assistance, but also funds actions in Disaster Preparedness through its DIPECHO programme. My arrival in Tajikistan in 2002 coincided with the launch of the first DIPECHO programme for Central Asia. Together with DIPECHO partners, we defined a developed a series of community-based innovative measures in Disaster Management.

2. What do you enjoy most in DRR Work?
The challenge of learning new topics and approaches, the coherence and impact of DRR measures, the development of strategic frameworks. From a donor perspective, I like the mix of political issues, partnerships with implementing agencies, dialogues with communities. DIPECHO is above all about communities. It allows to see how low costs preemptive measures can change the lives of people and how little by little the knowledge is translated into action at higher levels.

3. What would you like to see fulfilled in the field of disaster Risk reduction?
There is still a huge amount of awareness-raising to do among colleagues, donors and governments, to prove that DRR pays. That the cost of DRR is minimal compared to the lives saved. Our objective is to ensure that DRR is included into development planning.
