Information Producers and Users Workshop The first Climate Forecast Information Producers and Users Workshop was held in Hanoi on 28-29 November 2000. The workshop brought together 40 participants including representatives from DMC, Hydro-meteorological Services, University of Hanoi Department of Meteorology, Ministry of Agriculture as well as disaster managers, agro-meteorologists and agriculture extension workers from six provinces of northwest, northeast, north-central and southern parts of Vietnam. The workshop, coinciding with the issuance of the seasonal forecast, was aimed at sharing the recommendations of the ECE program with decision-makers from provinces that have been identified to be most vulnerable to El Nino and La Nina events. The workshop represented a first step towards the application of climate forecasts for reducing the impacts of future El Nino and La Nina events at the local level. Funded partly (50%) by DMC's own resources and partly by OFDA funds under the ECE program, the workshop is also a step towards institutionalization of a dialogue mechanism between users and producers of climate information at the provincial level. A more detailed workshop is being planned for April 2001 by DMC in collaboration with ADPC. A representative of the ECE program in the Philippines also attended the workshop, with a view to share experiences from the Philippines, and identify ideas that may be applicable in the Philippines.

The climate forecast information producers and users workshop is scheduled from 28-29 November 2000, coinciding with the issuance of the dry season climate forecast. It is expected that this workshop will bring together these experts and will discuss the possibilities of operationalizing these forecasts in extreme climate events as well as in normal times. This will establish a dialogue between users and producers of climate information at the operational level and help fine-tune both the forecast products as well as sectoral decision making. This will lead to enhanced preparedness for future extreme climate events.
National Consultation
Workshop on Extreme Climate Events and their Impacts on Society and the
Environment in Vietnam The National Consultation Workshop held from 15-16 May 2000 was attended by 35 participants from the climate forecasting and application sectors in Vietnam and international organizations. It aimed to share the results of the quick assessment study, present potential applications of ENSO forecast information, and prepare an action plan for managing the impacts of future ENSO events in Vietnam. Recommendations of the study were carefully reviewed, and geographical and sectoral priority action areas were identified. A pilot testing of the potential application of climate forecasts will be carried out in the area identified to be highly vulnerable to climate variability. The Workshop successfully brought together for the first time the climate science community and various users and potential users of climate information. To begin institutionalizing the climate forecast and application system in Vietnam, a Climate Forecast Producers and Users Workshop will be held in September 2000 immediately upon receipt of the wet season forecast. Experiences of the September 2000 forecast and application will be evaluated in another workshop scheduled for March 2001, coinciding with the release of the dry season forecast. The use of the dry season forecast for resource management will also be discussed in the March 2001 workshop. Based on the experiences of these two workshops, a work plan will be formulated to further institutionalize the climate forecast and application system in Vietnam.

First Quarter 2000 Documentation
Information collected by each expert on the impacts of and responses to extreme climate events in the agriculture, hydrology, inundation and drought, typhoons, meteorology and disaster management sectors were consolidated by the Disaster Management Centre (DMC) and were electronically transferred to ADPC at the end of January 2000.
Fourth Quarter 1999 Data Analysis
A technical advise visit was made in November 1999 to assist sectoral experts in data processing and analysis. The Draft Report on ENSO Impact on Typhoons has been submitted. Data analysis covers all aspects of generation, tracts and landfall details of all typhoons impacted during 1951-1998. Data collection on ECE impacts on agriculture has been completed. Analysis is underway for delineating ENSO-sensitive agro-ecological regions. Likewise, data collection for disaster and water resources management sectors has been completed. Frameworks for analysis have been provided to establish linkages between ENSO, monsoon behavior and disaster incidence for the former, and ENSO, rainfall and stream flow for the latter. The ECE project in Vietnam also addresses basic research issues concerning ENSO in the absence of precedent research on ENSO impacts on Vietnam.
Third Quarter 1999 Data Collection
A technical advise trip was made in July 1999 for discussions with the Disaster Management Center on the scope of work and project implementation. Slight adjustments were made in the scope of work to undertake activities in institutionalizing physical climate prediction and application system in Vietnam within the limitations of budget provision. A Memorandum of Understanding was signed with DMC in September 1999 to implement the ECE Program in Vietnam. DMC was encouraged to work closely with the Hydro-Meteorological Service (HMS) of Vietnam. Data collection was expanded to cover the last 30 to 40 years instead of the 10 to 15 years envisaged in the initial program design to be able to draw significant conclusions on the impact of climate variability.
Second Quarter 1999 Data Collection
The Working Group that will undertake the documentation process was constituted in May 1999 under the leadership of the Disaster Management Center (DMC). The first meeting of the Working Group, held on 20 May 1999, was attended by 18 representatives of various ministries and agencies dealing with extreme climate events in Vietnam. The meeting outlined the objectives and tasks of the Working Group, and discussed in detail the Guidelines for Documentation. It was agreed that the Guidelines for Documentation would be adapted with some adjustments to suit local conditions.
Start-up Workshop
on the Documentation of the Impacts of and Responses to Extreme Climate
Events in Vietnam
The Start-up Workshop that launched the ECE Program in Vietnam was held from 29-30 April 1999 in Hanoi, Vietnam. Organized by the Disaster Management Center of the Ministry of Agriculture and Rural Development (MARD) in collaboration with ADPC, the workshop was attended by 34 representatives of different departments and agencies dealing with the consequences of extreme climate events in Vietnam, which includes the Hydro-Meteorological Service (HMS), the Institute of Meteorology and Hydrology (IMH), Ministry of Health, Ministry of Science, Technology and Environment, Ministry of Planning and Investment, Ministry of Finance, DDMFSC and MARD. The objectives of the two-day workshop were to finalize an implementation plan for the ECE Program in Vietnam and brainstorm on the different components of this implementation plan, and to obtain strategic guidance from the key stakeholders. The workshop featured presentations by some of the key agencies representing the sectors affected by the impacts of extreme climate events in Vietnam, and focused group discussions to finalize the implementation plan for the program. The presentations helped in highlighting the key issues that need to be addressed by the program in each sector. The guidelines for documentation were provided by ADPC. The implementation plan for the ECE Program in Vietnam was drawn, detailing the activities, responsible key agencies and time frames for completion.
