& EVENTS Indonesia | Philippines | Vietnam | Archives First Quarter 2001 Indonesia Final Report Results of the quick assessment study of the impacts of extreme climate events (ECEs) in the agriculture and food security, and water resources sectors in Indonesia were collated and analyzed to draw conclusions on the nature of the impacts of these ECEs and the corresponding strategies to mitigate them. These were presented in the National Consultation Workshop in October. These sectoral reports will be consolidated into a final report.
Fourth Quarter 2000 National Consultation
Workshop on Extreme Climate Events and their Impacts on Society and Environment
in Indonesia The National Consultation Workshop held from 11-12 October 2000 was attended by more than 90 participants from the climate forecasting and application sectors in Indonesia, and from various applied research institutions and international organizations, including BPPT, LAPAN, PUSLITANAK, BAKOSURTANAL, BATAN, BMG, the ministries of Agriculture, Public Works, Environment, and representatives of the Indonesian Agro-meteorology Association. Findings of the quick assessment study on the status of ENSO climate forecast application in Indonesia were presented. Third Quarter 2000 Data Analysis A technical advise visit was conducted in July 2000 to assess the progress of data analysis. Advice was given to sectoral experts on the methodology of analysis. Discussions were held with the Directorate of Technology for Natural Resource Inventory of the Agency for the Assessment and Application of Technology (TISDA-BPPT) on the possibilities of a long-term cooperation to institutionalize climate forecast generation and application system in Indonesia, and undertake coordination activities relating to the organization of a National Consultation Workshop for the ECE Program in Indonesia. Sectoral reports will be presented internationally in the ECE Program Peer-review Meeting scheduled on 5-6 October 2000 in Bangkok, and nationally in the National Consultation Workshop scheduled on 11-12 October 2000 in Jakarta.
Second Quarter 2000 Data Analysis Drought and flood data for a 10-year period on seasonal basis have been collected. Analysis of this data against ENSO parameters is ongoing. Fifty-year annual rainfall data and thirty-year annual stream-flow data have been compiled. Also, in the agriculture sector, collection of data on agricultural production in dry and wet seasons over the last 40 years (including the extreme climate events years) has been completed. These data are currently being analyzed. The ECE Program technical advisor Mr. A. R. Subbiah is scheduled to make a technical advice cum monitoring trip in the first week of July to review the work done and start the process of synthesizing all this information. A consolidated report will be presented in a National Consultation Seminar to be held in the first week of August. Under the ECE program, a detailed study analyzing the impacts of 1997-98 El Niœo in Indonesia was completed in June 2000. The study looks at how the various institutions that were responsible for managing the impacts responded to seasonal climate forecasts that were issued well in advance. The study identifies the research and policy needs of the country to be better prepared for future extreme climate events. This study will be a part of an international initiative led by the National Center for Atmospheric Research (NCAR) in cooperation with UNEP to study the impacts of El Niœo 1997-98 on a number of countries. This study, complemented with the analysis of other extreme climate events that have affected Indonesia over the past 30-40 years, will be presented in a National Consultation Seminar in Jakarta later this year.
First Quarter 2000 Documentation
A technical advice cum monitoring visit was made in 15-22 January 2000 to finalize working agreements with the following agencies: the National Agency for the Assessment of Technology (BPPT) for the study of the impacts/ effects of ENSO on physical climate prediction; the Directorate of Crop Protection of the Directorate General of Food Crops and Horticulture, Ministry of Agriculture for the assessment of the impacts of ENSO on crop production; the Rivers and Natural Disasters of the State Ministry of Public Works for the study of ENSO impacts on rainfall variability, droughts and floods; and the Bureau of Agricultural Statistics (BPS) for the incorporation of ENSO in early warning system. The signing of agreements with these agencies in February 2000 started the documentation component of the ECE Program in Indonesia
Fourth Quarter 1999 Documentation
The scope of work for each sectoral expert was decided and agreed to by both sides. A project proposal from the water resources expert was received, and a Memorandum of Agreement was drawn.
Third Quarter 1999 A detailed project proposal was submitted by BAKORNAS PB in August 1999, which included the scope of work, composition of the working group, budget and proposed outputs. BAKORNAS PB will provide overall coordination of the ECE project, while ADPC will enter into individual agreements with sectoral experts in the working group. Documentation was broadened to cover 30 years instead of the 10-15 years initially envisaged for the project. A technical advice visit was made in September 1999 for individual discussions with experts on project implementation and scope of work.
Second Quarter 1999 Following the start-up workshop in February 1999, BAKORNAS PB was officially invited to be ADPCØs partner in the implementation of the ECE Program in Indonesia. A detailed project proposal was requested for submission to ADPC.
First Quarter 1999 Start-up Workshop
on the Documentation of the Impacts of and Responses to Extreme Climate
Events in Indonesia The Start-up Workshop that launched the ECE Program in Indonesia was conducted from 11-12 February 1999 in Bogor, Indonesia. Organized by BAKORNAS PB in collaboration with ADPC, the workshop was attended by 25 representatives of different departments and agencies of the Government of Indonesia, which included the National Disaster Management Coordination Board (BAKORNAS PB), Ministry of Agriculture, Ministry of Health, Ministry of Forestry and Estate Crops, Ministry of Public Works, Meteorological and Geophysical Agency (BMG), Agency for Assessment and Application of Technology (BPPT), National Aeronautic and Space Agency (LAPAN), the Bureau of Food Logistics (BULOG), and the Research Center for Natural Disasters. These departments and agencies represent a wide cross section of current (and potential) users as well as producers of climate information. The participants of this workshop also represent a network that can be activated in the next extreme climate event and be used in disseminating climate forecast information and its application. The two-day workshop featured presentations by some of the key agencies representing the sectors affected by the impacts of extreme climate events in Indonesia, and focused group discussions to finalize the implementation plan for the program. The presentations helped in highlighting the key issues that need to be addressed by the program in each sector. The discussion groups focused on climate forecasting aspects, direct impacts and derived impacts of extreme climate events. For more information on the workshop, please click here.
