Project Summary

The project Disaster Reduction for Cambodia, Lao PDR and Vietnam (DRP CLV, Ref. No: 104.SEA.1.MSF.5) focuses largely on capacity building, pilot project implementation and program development and reflects DANIDAs aims to develop human resources, protect the environment, ensure social progress and promote regional co-operation.

The project was funded by DANIDA in October, 2001 and is being undertaken by ADPC. Project activities are centered on disaster risk communication including public awareness raising.

Project Goal

To reduce the vulnerability of at risk communities in the three target countries (Cambodia, Lao PRD, and Vietnam and minimize the loss of life, injury, human suffering and damage to property caused by natural, technological and man-made disaster through the enhancement of existing institutional and individual capacity for disaster management, preparedness and mitigation

The project was funded by DANIDA in October, 2001 and is being undertaken by ADPC. Project activities are centered on disaster risk communication including public awareness raising.

Project Objectives

The Disaster Reduction Program for Cambodia, Lao PDR and Vietnam (DRP CLV) has three major objectives. These are:

a) To strengthen institutional capacities of national disaster management systems
b) To develop and improve disaster risk communication strategies and materials aimed at reducing community level disaster risks
c) To provide NDMOs increased accessibility to disaster management information
 
Activities:

1. Award scholarship to a government officer of each country to attend ADPC's regional training course in Thailand
2. Conduct of one national or in country training or workshop for national, provincial, district government officer
3. Provide Technical support to National Disaster Management Organizations in each project country Development of curriculum and teaching materials on disaster management in primary school (Grade 3-5) in Vientiane, Lao PDR
4. Facilitate study visit to other program at least one project country
5. Development of short and medium term strategies on community disaster risk communication
6. Development of curriculum and teaching materials on disaster management in primary school (Grade 3-5) tested three schools in Vientiane

Target Outputs:

Cambodia

1. Short and medium-term strategies on community disaster management awareness developed
2. Pilot public awareness campaign tested in two selected areas of Kampong Cham and Prey Veng to benefit 400 affected families
3. Five-year program action plan on public awareness developed
4. One government official trained in flood risk management and mitigation
5. NDMO equipped with additional technology and staff trained in basic use; staff to be trained in IT

Lao PDR

1. Tried and tested educational materials for a pilot of approximately 750 primary school children (grades 3-5) in 10 schools in the two most flood prone provinces of Khammoune and Savannakhet; materials translated to English and uploaded in DRP CLV website for information sharing
2. Five-year program action plan on public awareness developed
3. One government officer trained in flood risk management and mitigation

Vietnam

1. Fifteen qualified trainers in community-based disaster management at the district level
2. Short and medium-term strategies on community disaster management awareness program for Central Vietnam
3. Pilot campaign in two selected communes in Central Vietnam benefiting 400 families
4. Five year plan for public awareness for Central Vietnam developed
5. A government officer trained in flood risk management and mitigation
