Community Self Reliance and Flood Risk Reduction

Community Self Reliance and Flood Risk Reduction is designed to assist the Government of Cambodia, non-government organizations (NGOs) and local leaders become better prepared for extreme flood events, and to build capacity at the community-level for flood disaster prevention and mitigation. The key outcome will be the adoption of improved participatory flood risk management principles by village development councils and targeted vulnerable communities in the provinces of Takeo, Svay Rieng, Prey Veng and Kandal.

The objective of this TA is to ensure that "The improved participatory flood (and drought) risk management strategy for targeted vulnerable communities in the lower Mekong River basin provinces of Cambodia is adopted by the key stakeholders."

The entire program of 14 months will be implemented in 2 phases: (1) Strategy Development Phase (6 months) and (2) Capacity Development Phase (8 months).

Phase I: Strategy Development Phase (6 months)
In the Strategy Development Phase the following activities will be carried out:

  • Assessment of the effectiveness of previous and on-going interventions by NGOs
  • Identification of target districts
  • Baseline Data Collection in the target areas
  • Formulation of a Community-Based Risk Reduction (CBRR) Strategy
  • Contracting local NGOs to implement the above mentioned strategy through local communities

Phase II: Capacity Development Phase (8 months)
The Capacity Development Phase will have the following activities:

  • Skill development of stakeholders
  • Community Level Action Planning and Implementation
  • Development and Maintenance of a project website
  • Final project completion workshop
