Workshop on Safer Shelter in Vietnam: Towards Designing an Urban Disaster Mitigation Project

Introduction

Frequent, recurring disaster events – primarily floods and typhoon – regularly damage or destroy thousands of homes in Vietnam. In response to the effects of recent disasters and in an attempt to offer better protection from future disasters, many organizations such as the Vietnam Red Cross and the Federation, Development Workshop, the Catholic Relief Services (CRS) and the Canadian Centre for International Studies and Cooperation (CECI), in collaboration with the Vietnamese government, have implemented post-disaster shelter programs. These programs include the design of shelters, provision of construction materials, delivery of housing construction kits, public awareness promotion and/or capacity building.

Approach

The Asian Disaster Preparedness Center (ADPC) is designing a project under the Asian Urban Disaster Mitigation Program (AUDMP) to reduce the vulnerability of Vietnam’s shelters to flood and typhoon by building on the experiences and lessons of existing reconstruction and mitigation projects, identifying standard designs for structures to be built in flood and typhoon prone areas, promoting safer shelters and implementing sustainable shelter delivery systems. The project will develop partnerships with Vietnamese government agencies, local and international organizations with experience in local housing and housing finance, and local authorities in a pilot geographic area. The project is designed with the objective of replicating the good practices and lessons learned from the pilot to other flood and typhoon prone communities in Vietnam.

Workshop Objectives

From 4 to 5 September 2002, ADPC in collaboration with the Ministry of Construction, the Vietnam Red Cross and the International Federation of Red Cross and Red Crescent Societies, and the Disaster Management Center, Central Committee for Flood and Storm Control is planning to conduct a workshop on “Safer Shelter in Vietnam,” to develop the urban disaster mitigation project by reviewing, analyzing and discussing: 

  1. the impact of flood and typhoon on housing; 

  2. existing shelter options based on location, type of disasters, costs and other categories; 

  3. methodologies for transfer of these options or solutions through awareness promotion campaign and capacity building workshops; 

  4. innovations on developing a techno-financial mechanism for the delivery of disaster-resistant shelters; and 

  5. existing government housing policy relative to disaster reduction.

About ADPC and AUDMP

ADPC, a regional resource center dedicated to safer communities and sustainable development through disaster reduction in Asia and the Pacific, has initiated and promoted urban disaster mitigation in Asian through one of its largest regional programs, the AUDMP. The AUDMP was developed in 1995 with core funding from the United States Agency for International Development Office of Foreign Disaster Assistance to address the need for safer cities. The goal of the AUDMP is to reduce the vulnerability of urban populations, infrastructure, critical facilities and shelter in Asian countries.

AUDMP builds and enhances the capacity of local authorities, national governments, development agencies, non-government organizations, businesses and stakeholders to incorporate urban disaster mitigation as part of development planning and implementation. AUDMP also facilitates knowledge sharing and dialogue between key stakeholders to promote replication of AUDMP approaches to other cities and countries worldwide. Some of these approaches include risk-based mitigation planning, revision and improved enforcement of building codes, retrofitting and awareness programs for schools. Currently, the AUDMP approaches have been introduced and sustained by national partners in targeted cities of Bangladesh, Cambodia, India, Indonesia, Lao PDR, Nepal, Philippines, Sri Lanka and Thailand. Vietnam is the next target country.

ADPC has been working closely with many organizations in Vietnam. During the period August-October 1996 ADPC reviewed the Vietnam Red Cross Disaster Preparedness Program. More recently in July 2000, ADPC was asked to evaluate the Vietnam Red Cross House Rehabilitation Program. Under training and capacity building, in July 1996, ADPC was commissioned to develop training materials (Master Trainers Course) for Vietnam DMU jointly managed by UNDP and Ministry of Agriculture and Rural Development. Currently, ADPC’s alumni base in Vietnam is 133.

Other ADPC programs with projects in Vietnam include the Extreme Climate Events (ECE) Program, the Partnerships for Disaster Reducation – South East Asia (PDR-SEA) Program and the Disaster Reduction Program – Cambodia, Lao PDR, Vietnam (DRP-CLV).
