Training for the officials of Civil Affairs Bureau of Beijing

The ADPC will conduct a five days special course for officials of the Civil Affairs Bureau of Beijing. It covers a range of topics under four modules, which focus on concepts of disaster management, risk assessment, impact of hazards, pre-disaster management and relief. Interactive lectures, short workshop and a simulation exercise on post assessment techniques will be adapted as training methods during the course.

Beijing faces frequent disaster risks, especially drought, flood, debris flow, hail, gale and freezing due to its complicated geographical features. The disaster response agencies require enormous manpower, material and financial resources. The Bureau feels that in order to maximize resources and improve the quality and efficiency of disaster relief and general disaster response for the city, there is a need to train the staff of the Bureau and other disaster response agencies on (international) relief.

The course is expected to improve the performance of participants of their roles to achieve effective and efficient disaster response in Beijing.

OBJECTIVES

At the end of five days the participants will have:

  • Identified the disaster situation in Asia and the corresponding activities of ADPC.
  • Identified the basic concepts of disaster management
  • Listed down the impact of the changing environment
  • Enumerated the disaster caused by human and natural forces.
  • Articulated the idea of disaster preparedness and mitigation,
  • Practiced the use of damage assessment and needs analysis for disaster relief.
