Online Dialogue on

Accelerating Implementation of the Hyogo Framework for Action in Asia and the Pacific

First Round: 27 September – 8 October 2010

BACKGROUND: WHY THIS DIALOGUE?

 

·                     It is midway through the HFA Implementation Decade since 168 UN member countries adopted the Hyogo Framework for Action 2005-2015 at the World Conference on Disaster Reduction in Kobe, Japan on 22 January 2005, three weeks after the 2004 devastating Indian Ocean Tsunami. Although in the past five years significant progress has been made in the region specifically under some of the priorities of the HFA, there continue to be many challenges ahead, many of which are of the same nature as those encountered prior to the adoption of the HFA.

 

·                     In the last five years, the Asia Pacific DRR ministers have met three times at the Asian Ministerial Conference on DRR (AMCDRR), held in Beijing (2005), Delhi (2007) and in Kuala Lumpur (2008). The AMCDRR supported by the inter-agency mechanism of the UNISDR Asia Partnership (IAP) and the Pacific Platform, plays an important role as the regional platform whereby Asian disaster management officials and international organizations' officials gather together to share successes, identify challenges, prioritize concerns and provide guidance to accelerate HFA implementation. The Kuala Lumpur declaration on DRR adopted at the 3rd AMCDRR called on regional inter-governmental bodies and regional institutions to consider contributing through their existing forums to follow-up of the AMC ministerial declarations and preparations for future AMCs.

 

·                     So too the outcomes of the Seventh Meeting of the Regional Consultative Committee (RCC) on Disaster Management, held in Colombo, May 2008 and to which ADPC acts as the secretariat, encouraged RCC as a mechanism to serve in preparing for and following up on, Regional and Global Platform on DRR.

 

·                     Thus with 4th AMCDRR scheduled in October 2010 in Inchoen, Republic of Korea and with key objectives of reviewing action taken by the national governments and other stakeholders for the implementation of HFA as a follow up to the Beijing Action for DRR in Asia, the Delhi Declaration, and the Kuala Lumpur Declaration, and the Ninth Meeting of RCC scheduled for mid 2011, ADPC as the secretariat of the RCC recognizes it is timely to initiate an online mechanism to bring countries and partners together to improve knowledge sharing, capture the success stories, debate the challenges, identify concrete actions to contribute towards the implementation of HFA, and vision on what should be the outcome of 4th AMCDRR.

 
ABOUT THE DIALOGUE

 

  • The online dialogue would initiate from 27th September 2010 and would continue over the coming months. The dialogue would be structured around few rounds, with each round spanning over a period of two to three weeks. Each round would dialogue on specific topics.
  • The dialogue would be facilitated by ADPC in its capacity as the secretariat to the RCC and each round of dialogue would be moderated by a team comprising of practitioners from ADPC partner organizations as well as ADPC staffs.
  • Practitioners working in the area of disaster risk reduction, climate change, sustainable development and other related subjects are encouraged to participate and contribute to the dialogue by sharing their experiences, lessons learned and challenges encountered.  

ON THE FIRST ROUND OF THE DIALOGUE

 

  • The first round of the dialogue will start on 27th September 2010 and continue over a period of 2 weeks till 8th October 2010.
  • With the ongoing momentum in regard to the preparations of the 4th AMCDRR, the first round of the dialogue will involve simultaneous discussions around two topics:
    1. Regional Action for DRR - Experiences of the three previous Asian Ministerial Conferences, Declarations, regional action plan, regional programs, and regional stock taking and mapping;
    2. Visioning at what do we want to see coming out of the 4th AMCDRR - What should we do at the community, sub-national, national and regional level to accelerate HFA implementation.

  • The dialogues are open to the public and moderated by experts in the field – two from ADPC and two from external organizations.

  • The output of this first round would also feed into the upcoming issue of the Asian Disaster Management News, the quarterly publication of ADPC. The main theme of this issue of the publication is “Accelerating Implementation of HFA in Asia and the Pacific” and with subtitle on ‘Reviewing progress since the first, second and third Asian Ministerial Conference on DRR”.
