The
Special Report has been planned by IPCC
with the following aims: first, to
promote understanding of the
vulnerability to and impacts of climate
change, current and future climate
variability and extreme events, and the
implications for sustainable development;
to review the wide range of efforts
undertaken by Governments and
communities to promote and implement
disaster risk reduction, sustainable
development, and environmental risk
management, thus reducing the extent to
which extreme events result in disasters;
Third, to assist the IPCC in its
decision-making by assessing the
humanitarian consequences of climate
change.
