ADPC is seeking applicants for the position of Program Manager to
manage its FEMS program. The Program Manager will be based at the MRC
Regional Flood Management and Mitigation Center in Phnom Penh.
Overview
of DMS Team
The
ADPC Disaster Management Systems (DMS) Team is pursuing the advancement
of Disaster Risk Management in the region by focusing on the following
theme areas:

Building capacities of National and Provincial Government DM Systems
-
Supporting and strengthening the effectiveness of regional mechanisms
-
Mainstreaming DRM in Development practice in RCC member countries
FEMS Program Profile
ADPC,
through its DMS Team, is working in partnership with Deutsche Gesellschaft
für Technische Zusammenarbeit (GTZ) GmbH and Mekong River Commission
(MRC) on this 3-year program on Flood Emergency Management Strengthening
(FEMS) under the MRC Flood Management and Mitigation Program (FMMP).
The following outputs are expected from the program:
- The
preparation and implementation of flood preparedness plans in selected
provinces and districts of Cambodia and Vietnam is facilitated..
- National
capacities in Cambodia and Vietnam to support preparation and implementation
of preparedness plans are further developed.
- Awareness
campaigns in selected provinces and districts are conducted.
- Regional
knowledge sharing is facilitated.
- Preparedness
for Province-to-Province transboundary emergency assistance is facilitated.
Duties and Responsibilities
- Manage all aspects of implementing the FEMS program, including
- Overall program management systems
- Tracking system for program activities
- Program budget and work plans
- Monitoring and evaluation inputs
- Provision of professional inputs and technical guidance to the project
staff and partners.
- Working closely with the MRC Secretariat in Vientiane and management
team of FMMP, DMS Team at ADPC Office in Bangkok and project sites
in the provinces of Cambodia and Vietnam as well as the GTZ-MRC Principal
Advisor in Vientiane and the GTZ Expert in Germany .
- Periodic travel to MRC riparian countries: Cambodia , Lao PDR, Thailand
, Vietnam .
- Liaising with counterpart government agencies, partner NGOs and
national line agencies for collaborative activities under the project.
- Preparing project progress reports at predetermined periods and
ensuring their timely submission
- Spearheading the adaptation of existing training manual, its delivery
and later working with selected national agencies in Cambodia and Vietnam
for gradual takeover of the training courses.
- Developing and conducting public awareness campaigns in flood risk
preparedness at the provincial and district levels.
- Networking and coordinating with other components under FMMP and
other on-going flood risk management programs in the region.
- Develop scope of work for and manage technical inputs by ADPC staff
and short-term consultants.
- Explore opportunities for developing new flood management projects
to follow up activities implemented under FEMS.
- Other duties and responsibilities as assigned by ADPC senior management.
Requirements
- A post graduate degree in development studies, disaster management
or related fields.
- 10-15 years experience in the fields of development, poverty reduction
and/or disaster management in Southeast Asia. Experience in flood management,
particularly in the Mekong Basin countries will an asset.
- Proven experience of at least 3 years in project planning, implementation
and management in a leadership position.
- Practical experience in financial reporting, setting up and operating
management information systems, and prudence in handling cash and project
finances.
- Excellent English proficiency in communication, presentation skills
and report writing. Fluency in either Khmer or Vietnamese would be
an advantage.
- Demonstrated research and information analysis skills.
- Excellent computer skills especially in word-processing, spreadsheets,
database and presentation software.
- Familiarity in working with various Government agencies in Lower
Mekong countries is desirable. Understanding of the DM institutions
and procedures in these countries will be valued.
- Excellent interpersonal skills, team-oriented work style and interest
and experience in working in a multi-cultural, international environment.
- Self-motivated, desire to undertake new challenges, creative problem
solver, comfortable making decisions, serious about quality and relevance
of work.
- Comfortable working on and prioritising multiple tasks.
- Willingness and availability to travel periodically under sometimes
adverse conditions.
