ADPC recently received fund from the ASEAN Foundation (AF) to design and conduct the 4th Flood Risk Management Course at the University of the Philippines, Quezon City, Philippines. The course was held in two periods, the first one for Urban Flood Risk Mitigation (UFRM) which was from 19-24 January 2003 and the second one for Rural Flood Risk Mitigation (RFRM) from 27-31 January 2003. Participants mostly were middle and upper level officials from government and non government agencies in Asian countries, namely Brunei, Cambodia, Lao PDR, Indonesia, Malaysia, Myanmar, Vietnam, Philippines and Thailand. There were 19 participants for UFRM (1 Brunei, 5 Thailand, 5 Philippines, 5 Indonesia and 3 Malaysia) and 19 participants for RFRM (6 Cambodia, 5 Laos, 3 Vietnam, 4 Myanmar and 1 Philippines).
The main objective of this course is to enhance the knowledge of the participants with regard to flood disaster risk management in the urban and rural milieu. The Urban Flood Risk Management Course focused on urban mitigation while the Rural focused on agricultural mitigation. Sharing about experiences, practices and researches by the participants showing successes in combating flooding and its effects enlivened and enriched the Courses.
In addition, the courses would enable the participants to initiate a network among flood disaster managers for continued sharing of best practices, cooperation in flood loss prevention efforts and development of resilient communities.
