Prof. Dr. Krasae Chanawongse

Medical Doctor, Prof. Krasae Chanawongse has made a long and distinguished political career. He was elected as a Member of the Parliament from Bangkok and Khon Kaen Province for five times. He has served as a member of the Cabinet of previous governments in Thailand as Minister of Public Health, Minister of Higher Education, Minister of Foreign Affairs, and Minister attached to the Prime Minister's Office. He was appointed as Advisor to the Prime Minister of Thailand.

Dr. Krasae has worked tirelessly to improve the rural communities' access to public health service in Thailand. He has more than fifteen years of experience of working in rural health care in his hometown in Muang Phon, Khon Kaen Province. For his effort and dedication, he was awarded the prestige Ramon Magsaysay Award in community leadership in 1973.

Dr. Krasae has been involved with various international organizations working to improve the livelihood of local communities in Asia. He has also contributed greatly to the advancement of higher education in Thailand.

Dr. Bhichit has over twenty years of experience of industrial science and technology research in policy and management, disaster management, and environmental education and research.

He has been elected as a member of the parliament of Thailand for three times, and has served as science and technology portfolio cabinet member of the Royal Thai Government. Dr. Bhichit has also served as governor of Bangkok as well as a board member in many state enterprises in Thailand.

As a doctorate in biotechnology, Dr. Bhichit has given lectures at the Faculty of Science of the Chulalongkorn University in Bangkok. He is an active advocate and promoter of community-based disaster risk reduction activities.

Mr. Hans Guttman, Executive Director, ADPC

Mr. Hans Guttman brings with him more than 25 years of experience in the area of integrated water resources management, transboundary water management, water diplomacy, international cooperation, rural development and aquatic resources/fisheries management in Southeast Asia. From a Disaster Management perspective, his background provides him with a valuable understanding of hydro-meteorological extreme events including floods and droughts. He also has a strong background in environmental management.


Most recently, he served the intergovernmental Mekong River Commission (MRC) Secretariat as its Chief Executive Officer and facilitated negotiations among its member countries - Cambodia, Laos, Thailand and Viet Nam - for reasonable and equitable use of the Mekong River resources. Previously, Hans coordinated the Wetlands Alliance (WA) composed of 50 local and international agencies in the Mekong region working to reduce poverty in rural areas.


With a background in science and a keen interest in research, Hans authored several technical and scholarly papers on aquatic resources management and international cooperation. While working for the Asian Institute of Technology Aqua Outreach during the 1990s, he was instrumental in raising awareness of fisheries resources and their use in Southeast Asia. He also published various field research findings, which resulted in improved policies for fisheries management in Cambodia.
